How Can I Efficiently Tackle a Recruitment Project and Create Effective Questionnaires?

I was doing my project in T&D for a summer internship; however, the person to whom I report wants me to work on a project in Recruitment & Selection. Can anyone guide me on how to proceed efficiently with completing this project? Additionally, I need assistance on creating questionnaires for this purpose. I would be thankful to all for the help.
