New to Construction? How Do You Write Effective Letters to Government Departments?

Hi to all the senior members of CiteHR,

I have just joined as a member a day back. Actually, I have recently joined a construction company. My job profile there involves checking correspondence with the government departments that provide us with contracts for constructing roads, etc. I want to know the correct format of a letter when corresponding with government departments.
