PF Contribution To Be Deducted

I am not able to make out as to why the wages drawn by an employee in a month shall be divided by the formula indicated by some members to decide the quantum of contribution and what is the legal basis for it.I concur with Meherunisa Basima and T.M. Rao on this issue.
