HR Executive Responsibility

Hi,
I am fresh HR Executive appointed in chemical manufacturing firm, the director had ordered to handle all responisibilities related to hr to me.
But i am finding very casual work which is handed over to me.
like payroll what should be my responsibility.
my role should be supervisiory or implementary like clerical job.
Because i am confused about it.

This all includes in the JD of HR Executive but kindly clarify that in HR also which dept ids urs???
Is It,Talent aquisition,Operations,Administration,Strategy & Planning,Business, Organizational Development ,Training & development????
All theses Depts perform different jobs!!!!!!!

As it is small firm about 50 employee only and there is not HR Manager to guide me. I am the head of the HR department as well.

BANK A/C
MEDICLAIM
PF & ESIC
these department, but i found the responisibility are like clerckical level not executive type.
Explain me in details about PAYROLL basically.

Payroll Consist of...

Calculating Salaries
Tax deduction(If any)
OT/OD Calculation
PF calculation
Maintain Employee D/B ---with their PAN Cards Details ...Taxation /Investment Details....
Leave Records-if Applicable...
Any Bonus given/Increments
Any Loan Amount form the Company....

I n case of New Hiring......

Designing of a Salary Structure according to the existing Slab of the company including all the deduction.......

In case of Resignation

Calculation of Recovery if any based on the concerns mentioned above......

Dear Shweta,
the informations provided by you is very useful but can you just elaborate on what exactly has to be done in case of ESIC. Coz currently I am working with a health care service company and from now i need to look after the payroll thing so if you can just tell me the ESIC details and how salary has to be calculated in case of a health service company.
