Interviewer offered me a job, but no offer letter. Is it good to work without an offer letter?

Dear,
As per H.R. rules & regulations, if company is not giving you any offer letter then you should not work there because they may make you in trouble as you dont have any any proof also that you are employee of the same company.
So, look for better company.
