If the employees are not comfortable coming at 9.45am...u can submit a copy of attendance to management and ask for changing the timing from 10 am....to 6:30 pm
Do you deduct the salary / deduct their PL for all late comings..??
U can install Biometrix attendance machine, which will help u check timing .. go for finger punching machine...

if staff go back late, they are okay to come late the next day as they need enough rest otherwise their work will be effected.
