Professional tax are state tax levied by municipality/corporation. The revenue generated goes to municipal corporation. In some state municipality/corporation do not charge professional tax e.g. in Bihar, Jharkhand, probably Delhi also no professioal tax are levied by municipality. It is just like cess, chungi collected by municapility. To my opinion in a state itself some municipality may not levy professional tax. It is the tax collected for availing the civic amenities provided by municipal corporation. For detail one should consult municipal/corporation act of respective states. The rates to be levied, range of income on which amount is chargesable by employees working under that municipality is decided by States.
