If he have the job-description that has been given to him; and If he have the offer letter describing his role...he can first approach the concerned HR Head of the SBU and then the HR Head of the Company. There is no reason by his case cannot be heard and resolved.
Infosys cannot do such blunders. They did one such blunder some 5-6 years back when they delayed the joining of some 15 people selected through campus hiring and they paid huge price for that. One VP of the company was charged with the case of sexual harassment and he was fired. So, the company is having good values, processes and procedures...if there is some miscommunication or issue, it will get resolved. But, the very basic principle to get it resolved is that your friend should have documented proof stating that he was promised something and is given something else.
