1) When the management is strict about the timings, they should have been the same with work allotment to employees. If the work alloted for the day is not completed by the employee before his work-time, it is his/her fault of lack of proper planning in completing the work in time. Thus there would be no chance for the employee to blame on the management, showing the cause of his hardwork, which is happened only out of his unplanned nature. So, first of all analyze the scenario closely and make it clear to the management as well as employees
2) Morning time should strictly be followed, which exposes the punctuality and discipline of the Organization. It is common in any private Organization, that employees would happen to work for more time in the evenings, but they come strictly on time in the mornings. It depends on the effective management.
3) Frame a policy, that an irregular employee should fear of the rules for late-coming. Make an employee to appear before the higher-ups, if he fails to come-on time, inspite of the warnings. Issue a memo, mark them absent for half-day. All these rules should be discussed to the higher-ups making for prior approval.
There is nothing to blame on you. You are doing your duty, with prior approval on new framings. Thats all...
