Why should the assessment of a casual worker be documented?

What is the objective of engaging casual workers? Do you know that issuing appointment orders, assessing performance, and giving salary increments based on performance could make casual workers entitled to regularization? When a casual employee is engaged following HR procedures, they can claim regularization. However, if they are not engaged following the general recruitment formalities, they can never demand regularization. Then why should you document their engagement or rather employment?
