However, I don't have any initial money to start this project; it's possible only with funds. But I don't think that anyone will be committed to funding before seeing some progress on the project.

First, go through the Societies Registration Act. Google the information to identify the current organizations working on this type of work and interact with them to gather valuable information. Initially, work with an NGO/NPO to gain practical exposure. I came across Snehasawali, an NGO working in Beed, Maharashtra.
