In every organization, there is an appointing/punishing authority. In my opinion, in the instant case, the Head of Department (HOD) can send the mail to the appropriate authority of the organization stating the violation. The appropriate authority, as per PNJ and considering the gravity of the matter, should initiate disciplinary action.
