If the 23 employees are working from a single office - then you have group engagement activities you can work with. If all 23 are working from home and are geographically dispersed you can can have online meets with fami8ly participation as well and play games or have contests and competitions so that they can win rewards and also bond with each other. If you have the budget then invest in an online platform for doing this on a monthly basis.
