For office employees, the Shop & Establishment Act is applicable, and for site employees and workers, the BOCW Act is applicable. Hence, you need to obtain both licenses (for office S & E registration and for constructing site BOCW registration).

For your establishment's office (Builder's Office), the Shops Act will apply.

Compliance for Construction Sites

In the case of each of your sites where construction activity is carried out, the BOC Act applies, and necessary compliances need to be done, apart from the Contract Labour Act, Interstate Migrant Labour Act, PF Act, and so on. When new sites are opened for construction, the BOC Act process must be adhered to for each site, including Cess Payment under the BOC Act.
