Any invoice of contractor specially for job contract should be bifurcated between material cost and labour cost. In absence of the above it is very difficult by the PE to determine employee cost and to check compliance under PF & ESI.
So far I can remember that there is a guide line from Apex court that in absence of any bifurcation for civil work, it may be 70% material cost and 30% labor cost. Accordingly compliance under PF & ESI should be taken care.
