You need permission from the Government for starting the course and college, permission for building from the local government authorities (like panchayat/municipality/municipal corporation), pollution control board (for waste & effluvia disposal), permission under CLRA Act in case you are outsourcing security, cleanliness, catering etc, registration under PF, ESI, Labour Welare Fund legislations etc etc, Income Tax etc

All this should have been covered in the research you did when you wrote the Business Plan to set up the business.
If you do not have a Business Plan, I would suggest that is your first task. It will show you what needs to be done, how you will run the business, the problems you may encounter, your competition, how you will finance the business, and the all important SWOT analysis.
