Hi,
The best decision now is to continue in this company itself. Even though your appraisal has been kept on hold you are going to get the benefit on a later stage. Next year you may be considered for a huge hike considering your denied increment last year. Also feel blessed that there is no salary cut from your present salary. There are some companies which had given lay off or planned to reduced employees salaries to 70-80% from present salary due to this unforeseen pandemic situation.
On other hand, if you resign, you have to get another job which may be difficult in the present situation and you have to prove again there for another two years.
So, take a wise decision to continue in the same company and get the good hike next year which you are eligible for and denied earlier. Remind your manager whenever time permits.

I was on ML from October 2019 up to February mid 2020 and as our October 2019 appraisals were due for the period of October 2018-September 2019 but mine did not happened and not received any hike also, after asking multiple times, then management told me that "You are eligible for PA 2019 but it will be implemented since you will join back the office" and so I trusted the organization and worked for some HR areas while on maternity leave also.
But now as I have joined back in March mid 2020 and asked for the same in meeting, my manager conveyed me that it will be done but not specified the effective date and month. And now due to COVID-19 situation, our company's owner conveyed all the staff that this year (october 2020), no hike on salaries shall be given, So, again I clarified regarding my pending hike (october 2019), she then informed me that no hikes will be given to any member including you also."

Going by your above narrative, there appears one door is kept open. Having you discussed your issue with your Manager already and the response is not bad, except that he/she didn't mention when to grant the increment & how much you may not think the door is shut forever. There exists a promise to grant. What I think in this situation is that you shouldn't worry too much of as to why you didn't get it. Given the realities your options are - i) Raise the issue strongly with your Manager and/or escalate it to higher above and precipitate the matter, come what may;
ii) to continue to pursued & persist with your Srs. and await maintaining good rapport with all at the same time support them with your good work - a positive approach;
iii) wait patiently and leave the things happen on its own, occasionally utilising the opportunity as and when arises and put forth your claim.
iv) quit in protest as things are not happening as they should be and look out for other options elsewhere, observing notice formalities - you know it better what's in store for you.
