I want to know about the sites or books to get myself updated into compensation and benefits, how to design salary structure as per 2019 20, what can be variables or allowances, minimum or maximum limit, Tax exemption criteria etc.

It is a complex issue and there is no straitjacket formula for fixing compensation and benefits. It has to be decided based on various factors like what is your existing structure of compensation and benefits and what you propose to give. Then, pros and cons can be discussed on case to case basis in the light of relevant Laws and Rules.
