You are from which city? In the state of Karnataka, there is a government body called Chief Electrical Inspectorate. They are the certifying authority for the operation of the lifts.
By the way, the vendor that sells the lift also facilitates the acquisition of the license. However, once the license is issued, you have to renew on your own.
