A factory is in Gujarat with approximately 300 employees on the payroll. The factory management hired a contractor for 9 employees. Does this contractor need to obtain a labor license? Please support your answer (y/n) with the section of the act or any specific rule/circular.

For cases of less than 20 contract labour in totality in any day the Contract Labour Act are not applicable in such cases.
