Since the contract labor of the contractor are engaged for the works of the principal employer, the principal employer has to ensure compliance under the ESI and EPF Acts by such contractors; in case of failure by the contractors, the PE should pay the dues to the organizations and recover it from the contractors' dues and on this ground he can cancel the contract.
