How you came to know about low salary in hand etc. Did they give you the break-up ? When did they tell you, only along with offer letter or during the interview. Did you not ask for the breakup during interview ? Or you did not seek any clarification at all during interview ! Surprising indeed !

In this case you have to check the annual components and monthly components of salary. e.g so many employee confused about their monthly and annually components.
1. monthly components like Basic, HRA, Medical, Special Allowances, Transportation etc.
2. Annually components like LTA and Medical reimbursement
In this case you will get only monthly components at the time of monthly salary but the annual benefits are at their place. So if you add the annual reimbursement amount and divide it with 12 months you will get the monthly amount and which will be added to your monthly salary.
So please go through the offer and check the monthly and annually components and if the case is different than what I mentioned then please let me know.

If they have made an offer according to what you had demanded it is not ethical to then emphasize to be a low net Salary.
However, you can still talk with the HR person and discuss upon your further course of action mentioning very softly and politely that the offer is way below your expectation. Please ensure that it is conveyed without being referred as being negotiated on a higher side.
Then also, if that is the final offer, what you can do is check with them on your career progression, pay rise cycle. If you feel that you are satisfied go ahead and explore your next venture.
