In the audit of a Performance Management System (PMS) the following questions must be asked:
1) Is the appraisal system user friendly and acceptable to both superior and employees?
2) Is the result of the appraisal system credible and believable?
3) Is the appraisal system and its results legally defensible if a legal question arises out of its results, esp on heavy sanctions like dismissal?
4) Does the appraisal system provide for an opportunity to employees to be able to recover from the previous ratings?
