Dear Lakshmi,
Employment for hire or reward implies, inter alia, the control and supervision of the employer over the person employed. When an employee blatantly ignores the instructions or guidelines and does his job in his own fashion means insubordination. The failure to communicate back is a misconduct. When you have documentary evidence for this as described in your post, what's the solution you expect from others other than initiating disciplinary proceedings against the erring employee? Probably your hesitation is indicative of other reasons like the tacit support of higher ups in the organisation to the employee or you are unable to find fault with the results of his work.

What is the nature of job?
What correspondence are you expecting?
What is the guideline being violated?
Is the guideline you speak off known to employee?
Was this requirement briefed to employee on joining?
Have you sent him reminders asking for info?
You need to be more specific in the post to get better answers.
Learned member above has already given you a reply.
Kindly add more clear details for better replies and suggestions.

Accepting all conditions of the employment framed by the company does not mean that the company can implement any conditions which is against the law of the land. Considering that the conditions are legally binding on the employee, and in such cases, if he does not follow those conditions of service then it would amount to misconduct for which you have to conduct domestic enquiry and take actions accordingly.
