Dear Prashant,
The qualified engineers with diploma or engineers are covered by skilled and highly skilled respective by virtue of their competency in the field employed either by principal employer or clients. They are eligible wages in terms of Minimum Rates of Wages as applicable to the Engineering Industries in the State. Please refer the recent rates of wages. If you are paying over and above than minimum rates specified you are welcome. But should not be the below the rates of minimum wages.

Dear Prashant,
The job these people are doing is definitely not a semi-skilled job. As per nature of job assigned to them and their qualification, they deserve the wage of skilled or highly skilled category.
