We have actually opened up attachment downloads to all users - even logged out. Logged out users just need to give an email address and the download starts - we do verification of the email later.
We feel that if the user does not recognise the usefulness of this community, they will probably not be interested in coming back even if we confirm their email. But strangely even without verification people are providing their actual emails for the downloads. But with this process change we have tripled our email subscription rates - from 2K to 6K. We are also asking our members to +1 our pages when they download a file - Google +1 has become a major ranking factor and without the voting we cannot rank well on search keywords.

Hi Anil Arora, when I first started as a member with CITEHR I had the same query and wondered which was the correct response or best model to follow.
