we can not measeue the success ratio of any organisation its depends on the market conditions , and varies from organisation to organisation , but we do it tentitively as to collect previous performance of organisation and market conditions .

From the starting point for determing where your company is today and in which directionit should go in the future.
Undertake a review and evaluation of your company's internal environment in respect of the resources available to it and its weaknesses and strengths in various functional areas such as curent services, your products are ahead competitors, operations and marketing. Also assess other internal factors such as human resources, financial resources, organization structure, planning for 3 or 5 years and every kind of control systems, relationships with customers and principals and company image are important.
Use SWOT is the best measurement.

The sucess ratio can be broken up into administrative and talent part.
Administrative Part the foll ratios need to be calculated
1)Absence Rate
2)ROI on Training
3)Attrition rate M-o-M and Y-o-Y
4)Recruitment Yield
5)HR cost v/s Total administrative costs
6)HR costs v/s Total costs
7)Time to Fill open positions
On the Talent side you need to HCM accounting
1)Human Capital readiness level
2)Human Capital Competence level
3)Human Capital commitment level
4)Human Capital Satisfaction level
In addition you need to identify
1)Total individuals appraised and in that individuals above the median incentive percentage.Higher ratio suggests better performance (at least inversely)
2)Gallop Q12 or Scarlett survey would let you know the EE level of employees. A sucessful organisation should have not more than 15-20% disengage,crash & Burn ,honeymooners or hamsters.
Follow this up with a C&B survey asking individuals reasons for addition income.
