Select something that is worth enough for your employees and organisation as well. MONETARY BENEFITS is always on the TOP PRIORITY but then there are other ways to make your employees happy.
1) Consider the option for SPONSORING their children's EDUCATION - an xyz % of the total course fee.
2) GIFT them GADGET thus making best use of GADGETS and TECHNOLOGY.
Discuss the budget allocated with your top management so that your organisation can spend money wisely.

In addition to what have been contributed so far, here's my suggestion for your consideration. Senior HR Professionals are differently wired, compared to the other leaders. They are mentors and entrepreneurs. If it allows , try and acknowledge these areas. HR is a high knowledge area. It takes decades to build on this understanding. Please consider the following:
  1. Identify their priority. Few might prefer a business role , whereas others would want to start an HR based line of business. Align these plans with the business growth. Offering a well-rounded learning is the best benefit you can offer.
  2. Offer them opportunities for research and lecturership. Integrate with universities or well established institute such as AHRD , which allows working leaders to apply for Fellowship and Ph.D. Identify the areas of business which requires R&D , and align it with the leaders and their interest.
  3. Offer them opportunity to build a knowledge-base for the company. There is no greater satisfaction than a notable contribution to the company.

Dear Crazyball,
Depending on the seniority and the importance of the employees in question, you might consider yearly bonuses (either as fixed sum, 13th salary, or a percentage of the company's profit).
This way, they will not only be happy, but also will feel as if they are working for themselves, thus putting more effort in their activities.
