I need some help regarding a technical or aptitude test used in organizations for hiring purposes for candidates with less than 3 years of experience. If I create an in-house test for this purpose, what would be the reliability and validity of using such a tool? Moreover, do organizations create such technical or aptitude tests, or do they procure standardized instruments? (Because most organizations in software or BPO have some form of aptitude/technical test.)
A sample test would be quite useful because I understand the parameters it should be based on but do not fully comprehend how to create it. I am looking forward to some real help as I am quite desperate.

You can generate your own questions for this purpose, rather than depending on some website information because the students are aware of such sites, and they pretty well know the answers for them too.
So, I would suggest that you prepare your set of questions. To validate that paper, you can actually set a time and distribute it to some of your employees to determine the nature of the question paper. Choose a variety of 5 people - a high performer, an average performer, a newcomer, an old employee, a high-level person, a middle management person, etc.
Along with the question paper, ask them to give a note about the question paper and their suggestions to improve it. I think this must work out. What do you say?
