As per the appointment letter, one must have been informed prior about how many days of notice period he has to serve for separation. So, warn him that you will not relieve him before the said date, as it is required to complete the pending works from your side as well as to hand over the charges to your successor.
Moreover, it's a serious issue because one holding a senior position can't resign in this way. He must serve the notice period. Also, try to obtain information about where he is joining and speak with their HR department. Discuss the problem with him and convince him that he may encounter the same issue if he does not stop at this time.
Hope you will have the necessary time to complete pending works.
