There are numerous advantages of this, given the fact that every organisation has its own strategy for payroll apart from some statutory returns like PF, FPF, ESIC, PT, TDS etc.
In todays' s/w market, you will find this application s/w, from few thousands; but always keep futuristic vision. Do you have branches? then you may need net linked s/w. Further apart from user friendly, it should have latest language as development tool, in view of maintaining the system through years to come.
Yes! prior declaration of budget(which is too exagarated), was not necessary.
