You could start by organizing quizzes or competitions internally during break hours to motivate people to engage in e-learning. Many organizations are resorting to certifying their employees level-wise to promote e-learning within the organization. Organize public presentations, selecting random employees to prepare and present them on Saturdays, etc. These are some implementations that have been used in the organizations where I have worked as an HR/L&D professional, where LMS has been used as learning platforms. With E-learning, it is easier with an intranet facility in the organization. Give a presentation about effective communication with slides, maybe even with video. Now, you can upload these videos and slides on the intranet, but do not allow employees to download the material. They have to watch and go through the slides from the intranet website itself.
This can be one step of many. You can conduct your induction online; it's called e-induction for new recruits. You can create an e-library and encourage employees to read materials online, things which are directly related to different types of jobs. Again, do not allow them to download.
If you take these baby steps, I am sure that with time, employees will feel comfortable using e-learning.

1. Make a certificate at the end of the course mandatory and ensure it is displayed by the staff.
2. Circulate the number of associates yet to complete the course and set a deadline.
3. If the staff are blue-collar workers, provide an incentive for undergoing the course.
4. Transform eLearning into mLearning (mobile learning) so that the staff can complete the course at their own pace, even during movement.
5. Enhance the course content with rich graphics rather than displaying only PowerPoint presentations.

First of all, you need a Learning Management System (LMS) to implement e-learning in your organization. Many LMS options are available for free on the internet; however, you would require a bit of homework to get it to work. Still, it's not rocket science.
LMS Options
Moodle (Linux Based) is one of the LMS options available; it's easy to operate and can be easily customized! Joomla is another one!
All you need is an IT professional who can set up the server and install the LMS. You can be the administrator and can get login IDs for all the employees! Uploading courses, questionnaires, quizzes, etc., is very easy.
