on payroll means that one is being paid by the company that one is working (same) for and off payroll means anybody is being paid by xyz company while working for abc company, in this way we can say that, that person is on the off payroll of abc company

for off Pay Roll personnel, deputed by X Company at the Y company, the X company is responsible for the salary and the benefits.
Suppose Nerolac Paints has deputed its technical Person to see the paint shop operation in the Maruti Udhyog, Nerolac Paint is responsible for all the benefits.

If openings are suitable ,it is good to join on payroll specially if it is a first posting, since chances to learn are more in the parent company. But if opening off payroll is convenient-near place of residence and terms of employment, this may also be useful.
