Hello,

Firstly, you have to analyze what kind of policies are required in your institute. Then work on each policy, identifying the clauses needed in your organization. After that, re-evaluate each and every policy.

I would suggest that you contact an HR Consulting Firm. In most cases, they first work on organizational effectiveness and then prepare an HR Policy Manual that is effective for that organization. The "Copy-Paste" method doesn't really make any sense in this regard. However, Policy Manuals of similar types of organizations may be used as a reference only.
