First of all, let me tell you frankly my understanding about the word "thesis"...
A thesis statement declares what you believe and what you intend to prove. A strong thesis is provocative; it takes a stand and justifies the discussion you will present.
The following may be helpful:
1. Safety is a line management responsibility, not only of Safety Professionals.
2. Floating Labour in the Construction Industry - Not a barrier in maintaining safety standards.
I am not sure whether the above will suit your purpose or not. However, please let me know your opinion about both mentioned above.
Also, you may find samples of theses online.
