I'm planning to set up official Email IDs for about 30 employees. Can you send me some Guidelines to administrate these accounts. Also some usage policies to the ID holders.

IMHO it is easy to handle 30 account other than more 100 employees. Once you got domain name, I suggest you to affiliate with GoogleMail so your employees can use webmail or pop3 based email.
You can make 30 user name and standard password, after first login, ask your employee to change the password.
