Dear Samchandran,
You can urge employees to suggest new ideas or improvement techniques during their birthday. If any employee has a birthday, that employee can suggest anything in order to improve or streamline the system in your organisation.
This is what we do in our company.

Dear Sir,
You can have a suggestion board which will be easily accessible to all. They can display their ideas or suggestions on the board. For making it more interesting, you can provide papers in different colours & shapes for displaying their suggestions on the Board.
You can have the suggestion meeting where all these suggestions will be discussed & implemented, if possible. (the lower level management/the operations management should also be a part of this suggestion committee)

Dear Sir
You can make a "Kaizen Gallery" in which place some items. Behind every vaild suggestion give 1 point . This 1 point is equal to 10 rs. , that means if a person gives 10 suggestion in a month , then in the last of the month he can choose an item of rs. 100 from that gallery. provide suggestion forms and place suggestion boxes. definately this idea get works.

As per my knowledge you can arrange a suggestion box.
1. Employees who ever want to give a suggestion to the organization development. Weekly once that box should opened by concerned person.
2. He can select best suggestion from that.
3. Select best 3 out of that and give them a small gifts / Incentives / Appriciation mail etc
