TQM helps maintaining a good quality through out the org. quality circles are a very important part of TQM.Quality circles are basically volunteer moments in any organization, here employees are self motivated to form circles. I conducted a survey in a public sector and its showing poor quality circles involvement. and as per employee perception, they feel that there is NO top management support for maintaining this quality circles. no rewards or recognitions are done to motivate people, some are feared of updating of TQM day 2 day may lead to feared employee(that they may be demoted) and they may also be demotivated. And Top management is not much bothered about quality issues rather they worry about targets to be set. and the people who are involved in these activities tell that Its NOT POSSIBLE TO MAINTAIN A QUALITY CIRCLE IN A PUBLIC SECTOR. and even its not practically possible to ask employees 2 stay back after working hours and discuss about the quality issues, but previously it was a great success and now QCs are not at all meeting. when a small discussion can help the organization earn profit in crores why do the hesitate to allocate fund in lakhs??

**HOW TO IMPROVE THE MAINTENANCE OF QUALITY CIRCLES ???
please suggest me some ideas
  • how 2 motivate employees to form QCs
  • How top management can contribute and help maintaining the circles
  • How to change their attitude towards maintaining TQM
  • being a public sector investment may be a problem so any other non monetary suggestions?
  • any other ideas???? please help:)

Dear Swathi,
Who says that they fail? Have you any authentic evidence to confirm that?
What do you mean by Public Services? There are public service organisations like BHEL and Bharat Petrolium which have successfuly used QCs and even won awards.
You need to narrow down your focus; as it is it is too broad a topic for research.

here public sector is BEML bangalore complex. They have won Golden peacock award an even they have all kind of competition held for the improvement of quality. but unfortunately they are not making use of their QCs. most of the senior employees are feeling it and even there is NO QCs meet since an year. But PS like BEML will require Quality circles and their suggestions. So kindly help me bring out a solution and suggest employees and motivate them to have a healthy competition and QCs. and how can HRD help employees in their involvement?

Studying MBA doing a project on quality Circles. As my interest is HR i wanted to do it on role of HRD towards QCs. QCs helps management in giving suggestions and cost cutting.Being a Student i have some suggestions for them like recognition of Quality circle members like giving them a separate badge or such kind. but being HR i wanted some other ideas which i thought i'll be getting here. please help me on this. thank you.
