A new person joining an organization has to submit the relieving letter of the previous employer. If he doesn't produce the letter, what measures can the new employer take to ensure that the joinee gives an undertaking letter for the same. Please let me know how to handle this case.

You can mention that the hard copy of the appointment letter will be provided only on submission of the relieving letter. Until then, the employee can have a soft copy (this must not have company letterhead logo/design) or let him show proof of resignation acceptance letter.
If you feel something fishy about this new employee, please ask him for references from his previous company, and you can call the HR of the previous company by yourself. Say that you are an outside agency and you are just doing the background verification. In this way, you need to reveal the company's name where this new employee has joined. And also, you will get to know the truth - if the person has really resigned or is playing to fool everyone.

The new one can produce the resignation acceptance letter that can work out in this situation. The candidate can forward his conversations (emails) on his resignation and acceptance to the new employer. Without the relieving and resignation acceptance letter, we should not entertain the new joiner.
