I am an HR manager at a software company. In my organization, whenever we delegate work or assign activities to employees, none of them respond. They require one-on-one attention and explanation for every task they are given.
I wonder if this is a common issue in all organizations or unique to ours. As an HR manager, I typically delegate tasks to all employees via email. Should I communicate individually each time a task is assigned? Is there a way for me to enhance productivity among employees?

It seems to me that you are working in a small software company. Please don't lose your patience.
Please set the KRA of employees with the involvement of their respective heads and then inform them that if the employees prove their abilities as per their targets, they will be eligible for increments and bonuses. Most importantly, they will be given marks for their behavior and work ethics. A significant part of the appraisal will revolve around these parameters. Keep the maximum range of marks with you. This is one of the options you can consider.
Please design an employee code of conduct policy. I am attaching a COC format of a company for your reference.

Thank you, Vipin Manav, for your answer. You are correct that our organization is small. We do have all that you mentioned, but none of the employees are seriously following them. Additionally, due to the recession, we are lacking an appropriate number of projects. As a result, we are conducting various development and marketing programs, but they are not showing great interest.
