I work for HR for an international NGO that historically has never shared its salary scale with its staff. Justifiably, staff feels cheated. I want to know what the trend is internationally regarding sharing salary scales with staff in international NGOs and other MNCs in general. Does sharing scales bring out a lot of questions from staff? Would appreciate guidance!

Salary scales are, by and large, confidential in most organizations, mate. Scales are typically determined based on "experience/competencies and role played." Compensation involves managing costs and expectations as much as paying according to scales. The simple reason is that comparisons are endless, and unless the scales are entirely scientific (I am skeptical about it in the Indian scenario, where overlaps are the norm), it is best to leave the document with the Compensation/Leadership team.

Who handles compensations of Directors, CEO, etc.? If it is finance department, then what about condientiality?
