Hi friends,

I started this blog to share information on the latest judgments of the Central Administrative Tribunal, high courts, and the apex court on service and disciplinary matters pertaining to government/public sector employees. I would love my friends to share their views/information on the topic of 'sexual harassment.' The specific point is what kind of procedure the complaint mechanism committee would be required to follow. The proviso below Rule 14(1) of the CCS (CCA) Rules requires that the procedure for the inquiry as laid down under the rules should, as far as practicable, be followed.

I have come across a judgment of the Delhi High Court on 18th November 2006 - Sudeep Khurana Vs. Delhi Transco, where the court directed to follow the procedures as prescribed under Rule 14. Any views and information on any other judgment after Vishaka's case, Apparel Export Promotion case?

My employer has also violated the procedure by presuming that the charge memo against me was duly delivered by messengers sent to my home for personal delivery, although the CDA rules applicable to the insurance sector prescribe that such delivery should be by registered post in the event the employee is not present in the office.

So far, I have not participated in the said inquiry. Another insurance authority has informed me under the RTI Act that such delivery was sufficient.

Sirs,

I have resigned as a Personal Assistant in the unit of the District Judge, Visakhapatnam (Judicial Department) effective from 01.6.2008 after serving the department for nearly 8 years. My resignation was accepted, and I have applied for the return of my GPF Fund.

Now, I want to know if reinstatement of service is possible upon my application submission. If so, what is the time limit from the date of resignation? Will it be considered, and whom should I approach for this matter?

I would greatly appreciate it if my query is answered appropriately via the following email.

I am working as a primary school teacher. I have a promotion for the post of GTT, but it is in a sealed cover since 2006. I have approached many times to open the sealed cover. After that, it was put before the CAT. The CAT passed an order to give all benefits within three months, but the department could not take action until now. The CAT's given period will be over on 31st August 2009. What further steps can I take?
