Maintain the log book for vehicles wherein the KM readings shall be authenticated by the users. The diesel provision is to be captured in the log book. The average consumption of the vehicle is known. you can check the consumption vis-a-vis KMs run.

As everyone suggest, you can have an log book. Two things here.
1. Own vehicle
2. thru Contractor
If own vehicle, the log book can be maintained and ask the driver to get sign from the traveller. Secondly, you can have a tie-up with a petrol bunk which will help you to monitor the actual kms done with in every filling. Third you can have log book at your secuirty and monitor the average kms driven against the location mentioned.
If its contractor, fixing a meter will help you, then any other mode.
