the message is important but it is better to practise good english. The subject "WE" is plural, so we wish you happy birth day is the correct sentence. You can use wishes when you use singular subject ( I is an exception), eg:- sheela wishes

Dear Mr. Ravi,
I agree with Sridhar reply, It is importanat to convery the wishes but not to convey a gramatically accepted sentence.
People should understand the warmth of your wish not the correctness of the sentences or words.
stop worring about such things and people because they cant add anything to your or to themselves.

It is not how the person receives the message, but it is very very important to follow grammar while framing sentences, it can be a two word message or a 100 page message

Hi Ravi,
I strongly belive that grammer plays an important role in any of the emails sent by HR. A HR has to ensure that the mails sent out to the whole company are correct in all aspects as we don’t want anyone making fun of such emails.
Comming to your sentenses
"We all wishes you Happy Birthday " - WRONG, you are not suppose to use plural
"we all wish you happy birthday". - RIGHT

instead "we all wish you happy birthday".
second one sounds better
when one uses WE it means All should avoid All there
The correct one would be = We wish you a happy birthday / wishing you a happy birthday
but these days Grammar is not cared for wishes as it is not a grammatical expression but an expression of feelings....

Ans to ur question "We all wishes you Happy Birthday"
"We all " itself is a plural so there is no need to attach a plural with wish, so the correct sentence is "We all wish you Happy Birthday"
It is a grammatical error no doubt but we can't define whether its big or small actually in corporate world some people like to make hue and cry over small issues...
So just ignore and keep doing good work

("wishes" is incorrect)
instead "we all wish you happy birthday". - CORRECT
msg is more imp. than grammer BUT why indicate that one is poor in language. and too for for such simple english
you can even write "BIRTHDAY WISHES FROM ALL OF US" ... !!
