.Work is freely given and freely taken. Your Manager cannot force you to work if you dont want to do so. He can only try to find out why you wish to leave and if he is able to solve your "problem" to your satisfaction then maybe you can agree. Discuss it with him and let him understand that forcing you to stay is forced labour which is wrong. Also if you are not willing to stay definately your performance will be affected. Make him see sense

Dear Dhiraj,
I dont think your manager is justified to refuse you to move out. This is because employement is freely given and freely taken. You cannot be forced to remain in employement which you do not want. If your manager want you to remain he can only do so by finding out of your reason for leaving and if it is something he can offer a solution then he does it. Refusing to let you go is forced labour which is wrong. What he needs to understand is that forcing you to stay will be a loss to the company because your performance will be affected downward because your heart is no longer in this job. Regards, Priscilla

Dear Dheeraj,
If you are paying the notice period then company should not have any option they have to give your relieving letter.
If they still dont give you then you can consult with your new company HR they will talk to them because this type of case happened to one of my friends .
