Dear nNisha,
Problem which you are facing is quiet bad, but plz understand that if you are going to solve each employees problem then surely it will not going to help you out. The policy & procedure which you are implementing take prior approval of your BOSS since it is small company. With boss approval, put all notice in front of them. Reason why i m telling you becoz people who oppose your rules, surely will disapprove the policy. Now your main action starts here "take disapproval signature by them on same notice paper which you circulated with YES or NO". if really they want to work with co. they will not sign becoz they know properly you are going to show this notice letter to boss.
In an organization, this kind of situation happens but make sure there are hardly 1 or 2 serious opposer, rest others are "situation advantage taker",
