Dear Ankur,
If the recruitments are not taking place in your organization and if the staff members are leaving then there are certainly very many issues (not ONLY one) that need to be looked into by the management AND certainly ANKUR alone can't be held responsible. What is the BRAND called your company? I am sure your BRAND, for whatever reason, has become (or was it ALWAYS VERY WEAK). The culture, work practices and you name it all combine towards that BRAND that causes failure or success that you are talking about.
Holding you ALONE responsible is not a very professional approach. Yes, no body (least of it a weak BOSS) would like hold himself responsible so finding an escape goat is the easiest solution. Try to have a detailed chat with the management after doing your home work and a Root-Cause Analysis. I am sure you will come out as a winner.
