You should have a policy of minimum service of at least six months or minim period of probation for granting salary advance. Even for confirmed employees, if the salary is credited on 1st of every month, then any salary advance made fifteen days after that should not be permitted. A request for advance from a newly joined employee for meeting family issues cannot be entertained. This is because we do not know his family issues, and there is no chance that he should have shared it with any other employees nor any other employee may know the genuineness of the request. It may also happen that after getting advance, his next request would be to get a few days leave so that he can solve the issues in his family. This will lead to so many problems, and we cannt even say whether he will come back. Therefore, I would advise not to entertain any salary advance before the employee has been confirmed in service.
