My personal suggestion for Commission Agents improve the Commission attractive and enhance their commission in line with outcome given by them. Make it attractive so support your business. Kindly do not enter into the zone of creating a fund etc which need to go long way and business may undergo lot of ups and downs.
Such liabilities which will burden you in the long run may be thought several times before taking decisions. Seek suggestions from many of your colleagues before taking call.

Commission Agents are covered as per the EPF Act 1952. There are a series of judgements supporting this view. In case you are employing 20 0r more workmen, the Act would be applicable. You may check with the PF Inspector and take action accordingly.
