I am working as an hr and completly new in this field.
Our company have only 30 employees what can be done so that employees can notice me that someone is looking after them .
My manager told me that do something that will completely change the environment of office bcoz environment is very boring.

Start celebrating birthday of employee in the office. If there is any occession call all of them together.
After meeting five minute general discussion give relaxation to employee.
Try more and more to satisfy employee.

Just motivate the employees, arrange soem entertainment programmes, suggesstion schemes to make work more enjoyable and reward with small awards. See, if the employees are overburdended with work, if so, try to reduce that and have monthly get togethers and if possible get in touch with each one personally and understand their problem.

Dear Anjana,
First of all I don't understand the term "Notice" on your question. If you want to make the presence of an HR dept which should be felt by the employees then there are lots of way. I clearly understand that your team size would not be more than 2. Again with lesser experience.
First of all you have to prepare "AS-IS" & "TO-BE" report. You can also search this site for you will find lots of information on to how to set up an HR department in an organization.

First of all, you make your team realize that HR is a bridge between employer and employee. You need to interact with the team very frequently, find out whether they are happy with the work atmosphere. Are they facing any issues with their bosses, etc. You also need to motivate them by recognizing their efforts, you may also monitor their punctuality at work etc by giving my some reward. For ex: Best Employee of the month for outstanding performance or even for 100% attendance etc.

U can play some quiz n all in which u can ask questions abt ur organisation n ppl.
Keep one open house,in which they can discuss and share views.
Keep a dress day,n whose dress is best u can give him or her a small gift.
